European Insulation Prices Head Higher as Energy and Feedstock Costs Surge, Finds Epignosis Insights

Epignosis Insights, a market research and brand intelligence consultancy, today released the September 2026 edition of its Europe Insulation Material Price Tracker. The monthly report finds that European insulation prices are entering the fourth quarter on a second wave of cost-driven increases, even as construction demand remains weak.

The tracker identifies the Middle East conflict as the common driver. It has pushed European gas to its highest levels since early 2023, lifted oil-linked feedstocks such as styrene and MDI, and raised transport costs. At the same time, euro area construction output was 2.0% lower year-on-year in July, meaning price increases are being driven almost entirely by costs rather than demand.

Epignosis Insights expects plastic foam boards to lead price increases in the fourth quarter, with EPS boards rising 8% to 12% and mineral wool rising 3% to 5% as earlier list increases flow through.

Key Findings from the September 2026 Tracker

Mineral wool: staged increases flow through

Glass and stone wool producers have taken two rounds of list price increases this year. In the UK market, Knauf's April and July increases add up to roughly 14% to 16% for mineral wool and loft rolls. Rockwool implemented group-wide increases of 6% to 8%, with the main impact from the middle of the year, and has hedged most of its fourth-quarter energy costs.

Epignosis Insights expects mineral wool prices to keep rising into Q4 as July increases work through distributor stock, though at a slower pace than foam. Stone wool producers are using a narrowing price gap with foam boards to win share rather than push prices aggressively.

Foam insulation: September pause, October surge

Plastic foam insulation is where the sharpest price movements are now occurring. EPS prices in Central and Eastern Europe eased to €1,750 per tonne in mid-September, but that relief proved short-lived. The European styrene reference contract for October climbed to its highest level in more than four years, and a major polystyrene producer raised European prices by €310 per tonne from October 1.

PIR and PUR boards face a similar squeeze. Polymeric MDI prices in Europe have risen 43% since February 2026, and producers announced further increases in mid-September.
Energy sets a higher cost floor

European gas averaged €76.48 per megawatt-hour in September, after touching its highest level since early 2023 mid-month. Forward expectations point to elevated gas prices through the coming winter.

"Insulation buyers are facing a cost shock on two fronts at once: energy for mineral wool and chemical feedstocks for foam boards," said Abhijith Nair, Senior Research Manager at Epignosis Insights. "Foam board prices are about to move fastest, which is narrowing the gap with stone wool and changing the economics of material choice."

Demand, Policy and Producer Economics

Construction demand remains weak

Euro area construction output was flat in July from June but 2.0% lower than a year earlier, with building construction down 6.4%. Spain, France and Hungary recorded the steepest annual declines. In the UK, total construction activity is forecast to fall 3.3% in 2026 as higher mortgage rates weaken housing demand.

Epignosis Insights notes that realised price increases in the fourth quarter are likely to vary by several percentage points across countries. Buyers in markets with the steepest declines have the most leverage to resist price notices, while increases should pass through faster in markets where activity is still growing.

Renovation policy offers medium-term support

EU member states were required to transpose the revised Energy Performance of Buildings Directive by May 29, 2026, and must submit final national building renovation plans by December 31, 2026. Epignosis Insights expects renovation demand to provide a floor for insulation volumes from 2027, though not enough to offset weak new-build activity this quarter.

Leading producers still passing through costs

Despite the weak market, Europe's largest listed insulation producers reported growth in the first half. One leading stone wool producer reported record second-quarter revenue, up 10%, while a leading insulated panel maker reported 8% revenue growth and a 13% rise in panel order volumes, stating that cost inflation had been largely recovered through pricing. Both flagged continuing inflation in chemicals, energy and transport for the second half, supporting the view that list prices will keep rising into 2027.

Q4 2026 Outlook

Epignosis Insights expects a further broad-based increase in European insulation prices in the fourth quarter, led by plastic foams.

Material Q4 2026 view Indicative change (q/q)
EPS boards Sharply higher +8% to +12%
XPS boards Rising     +5% to +8%
PIR / PUR boards Firm, elevated +3% to +6%
Stone wool Rising     +3% to +5%
Glass wool Rising     +3% to +5%
Wood fibre Stable     0% to +2%

Looking into 2027, the firm expects price momentum to slow if gas and feedstock markets ease, with insulation prices most likely to plateau at the elevated levels reached in Q4 2026 rather than decline meaningfully. A de-escalation in the Middle East would cap foam increases, while weak demand could squeeze producer
margins if builders resist further notices.
