The last decade of sustainable packaging in North America was defined by pledges: companies announcing 2025 targets for recyclability and virgin plastic reduction. The next decade will be defined by something less forgiving: whether the molecular recycling plants, federal recycling targets, and private capital committed today actually deliver the tonnage of recycled feedstock those pledges assumed would exist.
According to Epignosis Insights, the North America Sustainable Packaging Market is projected to grow from 31.8 million tons in 2024 to 52.8 million tons by 2034, a 6.3% compound annual growth rate between 2027 and 2033. Average pricing is forecast to rise from USD 1,980 to USD 2,230 per ton over the same period, while total market value expands from USD 62.96 billion to USD 117.73 billion, a 7.7% CAGR for 2027 to 2033. The gap between value and volume growth is the clearest early signal of what the next decade will reward: verified, high-performance recycled and engineered materials, not simply more packaging tonnage.
Eastman's Kingsport, Tennessee methanolysis facility, with capacity to recycle 110,000 metric tons of hard-to-recycle plastic annually, is the clearest evidence that chemical recycling is exiting the pilot phase. The company reported 2.5 times the recycled content volume through the plant in 2025 versus 2024, and it plans to break ground on a second U.S. site in Longview, Texas, targeting mechanical completion in 2028, as part of a broader goal to recycle more than 500 million pounds of plastic waste annually by 2030. Not every competitor is moving at the same pace, however: LyondellBasell has said it will not make a final investment decision on its planned Houston chemical recycling facility until 2026, pending secured offtake commitments from brand owners, a reminder that this technology's scale-up still depends on demand certainty as much as engineering.
The U.S. EPA's National Recycling Goal, announced in 2020, set a target to raise the national recycling rate to 50% by 2030, backed by a National Recycling Strategy built around five objectives spanning market development, collection infrastructure, contamination reduction, and standardized measurement. That 2030 target effectively sits at the midpoint of the next decade, meaning packaging companies now have a fixed federal benchmark against which their own recycled-content and recyclability claims will be measured for years after the deadline passes, regardless of whether the national rate is actually reached.
The American Chemistry Council has noted that more than 65 advanced or chemical recycling projects have been announced since 2017, with the potential to divert over 5 million tons of plastic waste from disposal, framing chemical recycling as central to closing the feedstock gap mechanical recycling alone cannot fill. Private capital is reinforcing that build-out from a different angle: Closed Loop Partners' Circular Plastics Fund has raised $45 million from investors including Dow, LyondellBasell, and Sealed Air specifically to expand polyethylene and polypropylene recovery infrastructure in the US and Canada, while the firm's broader Infrastructure Fund has already recovered more than 200,000 tons of plastics and avoided 5.5 million tonnes of CO2e through its portfolio investments.
The same data that signals momentum also flags the risk: a major competitor delaying a final investment decision on new chemical recycling capacity until offtake demand is secured is a sign that recycled-content markets are not yet self-sustaining without brand-owner commitments locked in years in advance. The next decade's outcome will likely hinge less on whether the technology works, Eastman's Kingsport ramp-up suggests it does, and more on whether enough packaging manufacturers sign the long-term supply agreements needed to make new capacity bankable at the pace the EPA's 2030 goal and the market's own growth curve both assume.
