The report's central finding is a market moving in two directions at once. The PPWR became legally applicable across all 27 EU member states on 12 August 2026, yet its binding recycled-content thresholds — 30% for PET beverage bottles, 30% for other PET contact-sensitive packaging, and 10% for other contact-sensitive plastics — do not take effect until 2030, leaving a multi-year gap between regulatory certainty and near-term demand. Over that same window, Plastics Recyclers Europe reports the industry has lost nearly one million tonnes of installed recycling capacity since 2023, while PlasticsEurope's own data show circular plastics production growth collapsing from 13.6% in 2022 to just 1.2% in 2024. June 2026 Price Snapshot Across Four Polymer Families

According to the tracker, OPIS's end-of-June 2026 assessments show recycled PET holding the highest values of the group, with colourless flakes at €1,331–1,341 per tonne and bottle-grade pellets at €1,718–1,728 per tonne, both DDP Northwest Europe. Recycled HDPE displayed the widest internal spread of any polymer, ranging from €1,111–1,121 per tonne for grey pellets to €1,705–1,715 per tonne for natural pellets — a roughly €600-per-tonne colour premium the report attributes directly to the value of colour-sorted, higher-purity feedstock. Recycled LDPE traded lowest of the four families at €803–859 per tonne across grades, while recycled PP black pellets fell 3.3% month-on-month to €960–970 per tonne as buyers held back purchases ahead of the summer shutdown period.

A Sector in Contraction

The pricing weakness sits alongside a capacity crisis the report describes in detail. Plastics Recyclers Europe found the sector lost more than 300,000 tonnes of mechanical recycling capacity in 2024 alone, with preliminary 2025 data showing a further 50% rise in facility closures. Polyolefin films and PET were the hardest-hit categories, each accounting for 25% of total closures recorded across 2023 and 2024. The association's president has called on EU institutions to implement supportive measures, citing high energy costs, falling demand and rising volumes of low-priced, unregulated imports as the primary drivers of the contraction.

Company Signals: Investment and Exit Side by Side

The report highlights a split-screen pattern in company-level activity. Veolia is investing £70 million in a closed-loop, tray-to-tray PET recycling facility in the UK as part of a wider £1 billion programme through 2030, even as the company has exited plastics recycling in Germany entirely. TotalEnergies, meanwhile, launched France's first advanced plastics recycling plant in 2026, using pyrolysis technology to convert household plastic waste into synthetic oil feedstock. Epignosis Insights reads this pattern as evidence that leading operators are positioning selectively for PPWR-driven demand rather than expanding uniformly across a still-oversupplied market.

The report's outlook section notes that this bifurcation — targeted investment in compliant, traceable capacity alongside continued exit from unprofitable legacy assets — is likely to persist through the remainder of 2026 as recyclers weigh near-term economics against the 2030 compliance horizon.
