Epignosis Insights Launches Global Recycled Cardboard Price Tracker, Finds OCC Prices Recovering but Still Below Five-Year Average
Epignosis Insights, a market research and brand intelligence consultancy, today announced the launch of its Global Recycled Cardboard Price Tracker, a monthly report tracking pricing trends for old corrugated containers (OCC) and related recovered-fibre grades that feed the world's containerboard and packaging industry. The inaugural July 2026 edition finds that U.S. OCC spot prices have climbed from roughly $80 per ton in early 2026 to approximately $100 per ton by mid-year, a sustained monthly recovery that nonetheless remains well below the five-year average of $140 per ton.
A Monthly View Built From Multiple Independent Sources
The tracker is compiled and issued by Epignosis Insights as part of its Recovered Fibre Tracker series. Rather than relying on any single pricing service, Epignosis Insights triangulates signals each month from government trade statistics, industry price-reporting agencies, company earnings disclosures, financial-sector analysis, and specialist trade press to produce a consolidated view that no individual source captures alone. The inaugural edition draws on the U.S. Census Bureau's foreign trade data, Germany's Federal Statistical Office, Fastmarkets' pricing service, price-index firm TTOBMA, financial analysis from Stifel, company disclosures from Sonoco Products, International Paper, Packaging Corporation of America and Smurfit Westrock, and reporting from Recycling Today, Waste Today, Waste Dive and Packaging Dive.
OCC Prices Climb Steadily but Remain Below Historical Norms
According to the tracker, OCC prices have risen incrementally every month across 2026, a pace that outpaced most market participants' own expectations. Southeast U.S. mills paid roughly 12% more, about $10 per ton, for OCC and other brown grades in June alone, while sorted office paper climbed $11 per ton over the same period, indicating the recovery is broadening beyond a single recovered-fibre grade. Even so, current pricing sits well below the five-year average of $140 per ton and far beneath the 2017 peak of $162 per ton, a level Epignosis Insights' historical benchmarking, drawn from three decades of municipal price data, shows the market has touched only twice in the past 25 years.
Capacity Rationalization and Trade Flows Are Tightening Supply
The report links the price recovery to simultaneous supply-side tightening. Containerboard producers have been rationalizing capacity, with Smurfit Westrock cutting nearly 450,000 metric tons of recycled containerboard capacity at its St. Paul, Minnesota site and International Paper reducing annual containerboard volumes by roughly 900,000 metric tons following mill closures in Georgia. At the same time, U.S. Census Bureau data cited in the tracker shows total recovered paper exports rose 2.3% in the first quarter of 2026, with OCC exports specifically up 6.1%, even as strong domestic demand kept more tons at home. Epignosis Insights notes that rising exports and rising domestic consumption occurring together is an unusual signal, more consistent with genuine growth in recovered-fibre generation than with a simple reallocation of tons between buyers.
What stood out to us in this first edition is that the recovery isn't confined to one grade or one region,” said Abhijith Nair, Senior Research Manager at Epignosis Insights. “OCC and sorted office paper are moving together, exports and domestic demand are both rising, and containerboard producers are cutting capacity rather than waiting out the cycle. Taken together, that looks more like a durable floor forming under prices than a short-lived bounce, even though we're still well below the five-year average.
Downstream Packaging Prices Are Starting to Follow
Rising input costs are already surfacing in finished-product pricing. Recycled paperboard producer Sonoco Products announced a $70-per-ton price increase across all grades of uncoated recycled paperboard in the United States and Canada, effective for shipments beginning in April, an increase the company linked directly to rising OCC costs. On recent earnings calls, both International Paper and Packaging Corporation of America executives described the containerboard market as tightening. Epignosis Insights expects further finished-product price adjustments to follow if OCC costs continue climbing through the remainder of 2026.
A Note on Methodology and Regional Divergence
Because different price-reporting agencies use different sampling methodologies, basis points, and grade definitions, Epignosis Insights explicitly attributes each figure in the tracker to its original source rather than blending methodologically incompatible series into a single number. This month's edition also flags a notable regional divergence: Germany's Federal Statistical Office reported that European recovered paper and board exports fell in the first quarter of 2026 compared with the same period last year, while imports rose, suggesting European mills are pulling more material inward independently of the U.S. trend. Epignosis Insights will continue tracking whether this regional pattern converges with or diverges further from the North American recovery in subsequent monthly editions.
